H1 Transfer after I-94 Expiry

Hi All,

I just wanted to confirm if it is legal for company B (new) to transfer myH1B visa if myI-94 and my petition is already expired and company A (existing) has already have filed for my extension.

Let me know if this can be done bcz in some of the cases some companies told me that they cannot transfer my visa as rt now i m not in rt status.
