New h1b application while another h1b stamping process under security clearance ?

Hi,

I want to know that anyone who have h1b approval before and his case is under security clearance while h1b visa stamping.

My question-

1. could that person apply for new h1b application while his h1b visa stamping under security clearance with 221g ?

2. If first one is yes than could we apply with same old company of h1b or have to change the company for new h1b application ?


Please tell me know ur views about this.
