Can applicant work and Study with H1 Visa

Can A person do studies(partime) in U.S for M.B.A with a B.E degree From India ,Having a status of H1.?

In DS-156 ,it was filled applicant will be only working .

Any prefernce given to experienced people( 5 +yrs) in getting Seat in good University for MBA degree ?
