H1 question urgent

Hi, I have come to know that USCIS is processing H1 applications starting April 1.I am transferring from F1 to H1 with premium processing. I would like to know whether I would be able to get the new H1 approval by Aug 04 if I apply now. Or will they send the approval documents only after Oct1.
This is very important to me. Please inform.
