Help - H1B transfer on lower salary

I am on h1b since 2006 and have been on bench for past 2 months. My employer says that for him to be safe, he will keep the payroll running for minimum amount of $2000 per month. Please note that my salary that I was getting before bench (and as noted in petition) is $5,000 per month.

In this situation , is it possible to get my visa transferred to another company by showing paystubs of a smaller amount than previous salary (or as shown in petition)?

Is it possible to transfer visa without paystubs?

please help.
