H1 cos after F1

I was on F1 and got H1 approved in October 2008. My company is trying to do my COS now. They filed my H-1B petition as a petition requiring to travel abroad and re-enter the U.S. in order to activate my H-1B status.

Can my COS be done without travelling? And how long does it take?
