F1 to H1B without completing study

Hi all senior member,

My wife in US on F1 status since jan 2009 and her H1 petition is approved in 2009, so my question that, it is necessary to she needs to come to India for H1 stamping or otherwise she does need stamping because she in legal status in US (Means she continuing her study up to Oct 1st and she will automatically transfer in H1 status after Oct 1st).

secondally can i gor dor H4 stamping before oct 1st? ( presently i m in india)
