Employer Location – POE.

My husband’s employer main office is in CA and the offer letter and H1 issued from CA. But asked to join in their Texas office. I will return to US on H4 visa to his work location i.e Texas . Any Issues at POE regarding "employer location should be same as POE".

By the way, Anything to be taken care by my husband for having H1 issued from CA and working in Tx , other than Tx LCA?

As long as he has TX LCA, there is no problem.
