H4 re-stamping/extension when there’s no i94

My i140 has been approved, and I’m planning to bring my spouse to USA once my extension is approved based on i140.

please help me with the below queries.
- I never received any i-797A for my spouse (H4) from initial petition approval from my previous company, which was valid till 11th Feb 2022. Was this document supposed to be send from USCIS for dependents (after h4 approval) or is it applicable only for primary visa holders?
- Is H4 extension required for my dependent before re-stamping, even though he has never entered US before?
- As my spouse has never entered US, will simply re-stamping be sufficient for him to enter based of my extended approved petition (i-797).
- If this is correct then can they get re-stamping done without me? I have my extended i-797 form but my Visa is not stamped with new extended dates.
- Once his restamping/extension (whatever come out as an answer from you for above questions) is approved and he travel to US, can I immediately apply for his h4 EAD and can he travel back to India while h4 ead is in process? (No COS)
