L1A to H1 B Visa stamping

Any help is appreciated.

two years ago i moved from L1A to H1B now i got my I140 /H1B Extension., Planning to visit India . In the past, I have had L1B extension rejection and L1A Blacket rejection.

When I try to fill out the US Visa Waiver question i have a doubt

• Do you have a previous U.S. visa in any visa class issued on or after your 14th birthday? YES
• Was your prior visa annotated “Clearance Received” or “Department Authorization”? No
• Was your most recent U.S. visa lost, stolen, canceled, revoked, or marked CWOP? No
• Have you ever been refused a U.S. visa before? YES
• Did your most recent application result in you being issued the visa? What do I need to fill in No or YES ( my old stamped visa entered to the US is L1A Ind but now i am going for H1B stamping.

If I say No I am getting In-person, YES I get drop box. Please suggest.
