    First time H1B

    Is it legal and possible to transfer H1B BEFORE petition is filed by sponsoring employer (i.e. before Oct 1)?

    What I mean is - Company A sponsored H1B which was picked in lottery. But employee got an offer from another company B. Can company B get H1B transferred before company A filed petition and got it approved and got visa stamped?
