H1B Application for this Fiscal year

Hi,

I found that the H1B Elgibile Petitions for this Fiscal Year is 52,400 as of 12/10/2010. I am still looking for a job to apply for a H1B this year and had a few questions

1) Is the total available cap is 65000 or 58200 (Considering 6800 for Singapore and Chile agreements?)
2) Till when can I apply under this year's cap? Is it until Mar 31, 2011?
3) What is the safest deadling until which the Cap will be available for this year.
