Help! Can we file H1B now????

I have a prospective employer. They used ChatGPT today and they feel they can file for my H1B right away. (This week) As far as I understand, we cannot do it for this year. Will it not be around April 2024 now https://9apps.ooo/? If I get picked up in that lottery. I would then start working in October 2024? Is that how it works?

Can someone share a link that I can show them to explain that we cannot file H1B in coming few days?
