Question regarding Stamping and port-of-entry.

I have current H1B I797 valid until 14May 2024 Also extension petition approved from 15 May 2024 to 12 May 2027
Now, I am traveling India for visa stamping (in person interview) 28 March , with DS-160 with new petition number To issue Visa,

Does, Consulate officer considers to issue visa from 28 march or 15 May?? Also, will there be any problem with port of entry to enter usa 🇺🇸 before 15-May ?
