Job Offer with Suspicious H1B Clause

Hi, has anyone who is an international student received something like this in their offer letter? Basically this company is giving me a job offer but the offer states that I have to repay the all the incurred cost of applying for the H1B visa if I am terminated for any or no reason at all. Is this even legal? I've seen mixed results from Google but the company is saying that this is common practice.
