H1 transfer while CoS H1 to H4 under process

Hi
I was working on h1B visa in Company A and I decided to resign from there. So I applied
H4 and once I received the receipt I resigned from CompanyA.Currently my H4 application status is "Initial review"
Now I got a very good offer from Company B .They are asking to join very soon.
Can anyone help me to clarify these points
1) Is it possible for me to transfer my H1 now?
2)Do I need to apply a H1 to H1 transfer ? ( I have all payslips till resining date)
3)or I should do a H4 to H1 Cos?(with my H4 receipt notice)
4) or Do I need to wait for my H4 approval before applying H1B for Company B?

Experts please help.
