H1B stamping -Mexico please help!!!!!

I was in L2 visa and applied for H1b from United states. Meanwhile I travelled to India before getting the H1b approval. When I was in India, my H1b got approved.But now I am in United states in H4 visa .

In this situation I am planning to go to Mexico and get my h1b visa stamped.If they deny my H1 visa will I be able to get back into US showing my H4(valid till 2007)????
Does anyone have any recent stamping experience in Mexico?????
