Currently in OPT, H1B Approved Urgent H1B Transfer to a new employer.

My Case:
1. Currently i am in OPT which is valid till Dec 2012.
2. Employer A filed my H1B on April 2012, which was approved, got the I 797 A.
3. H1B Starting from October 1st 2012.
4. I have received a better offer from Employer B and willing to transfer my H1
5. I got the offer after 2 months of my last project completion ( i do not have the pay stubs, on bench)

Questions:
1. Can i request employer B to transfer my H1 before October 1st ?
2. Is is absolutely mandatory to produce the latest 2 months pay stubs as i am not in H1B yet ?
