visa refusal under section 221(g)

Hello, I am Spanish, mi crew visa to work on a cruise departing on the second of March was refused in January, it has been pending for nearly 5 months now, I dont need that visa any more, I just want to visit NY as a tourist. It´s still pending, they sent me an email in January requesting some information and since then I havent heard anything else, I´d like to know whether it has been refused forever, will I ever get it? is it normal to be waiting for so long? I have also been told I am being investigated because my second surname is C*****, I find that a bit ridiculous. Can I go as a tourist if my crew visa has been refused?
