nothing is helping me
After seeing posts here, I contacted Ombudsman on 26th oct. No update from them. But I got an email from Uscis as a response to my inquiry that they are not sure why my case has taken about 8 months without any updates and have referred to an officer for review. Now I don't know how long do I have to wait again. I'm stuck

It was pretty quick. I applied on Monday (Oct 19) to the ombudsman, with all supporting documents including a letter from my department and it was approved in 5 days.
So if you have been waiting for a long time and if you have already tried the usual options (calling and emailing to USCIS), apply through the ombudsman.
Make sure you mention a strong reason that supports your case.
Thanks ssf2f1.

Got approved
My case approved today. I filed a case on Ombudsmen, hearing from this group discussion. Special thanks goes to ssf2f1. Even my school did not give me a letter stating that they would not defer my admission any more, I applied to Ombudsmen. They just said, my case approved and would send me a mail. Thank you everyone in this group. I was too much frustrated because of that indecision. I was to thinking to cancel my application and to go back my home country next week to apply for visa from there. I just now have a giant breath getting rid from a big trouble.
Some of my steps:
(1) I had admission to the second summer.
(2) Applied to VSC papper based on March 09, 2015, received on March 12, 2015
(3) Within three months, no notice of action.
(4) Call customer service, i do not remember how many times, about 15 times. No significant progress.
(5) Defer my admission to fall 2015 and resend my hard copy document( i think it is not necessary) to VSC sometime on September, 2015
(6) My application to my university expire 1year, need to reapply to the university for spring 2015.
(7) On August 20, 2015, there were an update status stating that the received my correspondence and reviewing my case. If they need anything they would send us a mail.
(8) Hearing from ssf2f1, requested for expedite processes under financial loss . Case denied.
(9) On 10/09/2015, applied to Ombudsmen, writing passinfo provides only four types of assistant and my case is out of that. I attached scan copies of my I-20, passport, admission letter, assistantship letter to ombudsment. I wrote a description about my case. The summary was: It has been long, VSC has no decision about my case and my department already notified me not allow to differ my admission any more. I have a feeling that something malfunctioning here.
@sana4, you can find your answer here.
Thanks

@akash09
Hi! I've a similar situation of yours. I've filed for i539 on March 12, 2015. I tried calling them, requested for expedition(denied though) , and applied for 2 service requests. Yet there is no update. I've gone through this thread n I'm thinking to go for Ombudsman request. How about you? Could you please let me know what documents are to be filed if u have any idea.
Please share information.
Ty!

When and how to submit a case assistance request and the types of cases the CIS Ombudsman's Office can help with.
There is a link to submit an electronic form DHS-7001. You just need to complete the online form and upload documents.
I provided the scholarship letter and admission letter and a letter from my department that showed they would not defer my admission.
I submitted the form on Sep 4 and approved on Sep 18.

IMPORTANT:
1-Ask your international office to update your sevis. Otherwise , uscis will send RFE because your I20 date has passed. But if your sevis is still active, they will approve your case hopefully.
2- ombudsman needs strong reasons to take care of your case. I think it only works for petitions older than 4.5 month(i am not sure) and cases that already requested expedite by uscis and got denied.
