Mumbai - VFS has any procedure changed?

Hi,

I had a question, my brother went personally to VFS office in Mumbai, in-person to submit the papers intead of sending through Blue Dart. They did give him an interview date, but returned the entire file too, and told that the applicant has to carry it at time of interview. Is is this right procedure...or is this a mistake?
