help on Affadavit

I had posted earlier in a different thread that: My parents tourist visa was rejected twice at the Chennai Consulate mainly b/c both, my brother and I are here in the US. I believe someone in my similar situation had presented an affadavit for their parents which helped them get their Visa.

Could you pls throw some light on this?
