    regd noc for b2 visa

    i am in US with my husband who is working here on H1.
    i want my parents to visit us and so my husband would be sponsoring for their b2(tourist) visa. my mother is a state government employee. can she apply for b2 visa without no objection letter as it would take a lot of time to do so.
    is there a chance of her getting the visa without noc and travel to US.
    please let me know
