Non EU married to EU wife Schengen Spain visa issues

Hello, I am having trouble with booking an appointment through BLS website that the Spanish consulate is sending ALL visa applicants to. I have been trying for a while now and there are no appointments vshare and even my jurisdiction area not showing I live in Wales UK, only England and Scotland is there! Can I apply through consulate? My wife is Lithuanian
