Bolivian BF denied Spanish Visa due to Small Tear

Hi all. Any advice greatly appreciated. My boyfriend’s visa to Spain was denied because of a tear on passport page. We have his best friend’s wedding in a month in Madrid. He’s supposed to be the best man. They told him he needs to go to DC to get a new passport but the timing doesn’t look like he’d be able to get one and get a VISA in time. Should we try to fix the minimal tear and appeal the embassy’s decision? Is there a way to get expedited visas from the Spanish embassy in chicago for time sensitive circumstances like ours 10.0.0.0.1 192.168.1.254 ?
