A follow up with Government email address looks like boosted up the process.. Washington Embassy got the docs from CKGS on 1/23. Then I followed up on 2/11. Then it looks like it took an expedited path..!
Few more notes
1. It takes one full month to get OCI card from New Delhi to Washington Embassy. Looks like that's not the case with NY
2. No Passport matching; Checking with CKGS why they took two courier charges from them to me
3. Few more comments to follow..
