It took 7 business days to reissue OCI due to new passport for minor from New York CGI. (March 4th was holiday for consulate). I had tough time getting passport copy notarized as it is illegal in Ohio to notarize copies of government documents. Finally I found an Indian notary to do it. Officially we are supposed to get OCI renewed each time new passport is issued until completion of age 20, but Qatar airlines and Hyderabad immigration verbally told me there is no need when old, new passports along with oci card is presented.
