Folks, For those waiting on OCI, head out to the consulate once the documents are received there. The consulate is graciously issuing OCI. In my case, observing the pattern of responses, I took a chance and went to the consulate. The documents showed up in the morning, they took the passport and received OCI stamped and the booklet in the evening. At the end - a bitter sweet deal!
Hope the new Indian government puts some thought in properly dealing with OCI's.
