No outsourcing office involved. Application delivered in person at the consulate. Very quick. Will take approximately 6 weeks for me, and maybe longer for my non-Indian partner, according to the person who accepted my application. Fee was 218 Euro per person. I went in person the morning of the 15th to drop off my passport, and picked it up that afternoon. Done. Still waiting for my non-Indian wife's OCI. No movement on the tracking website.
