The CKGS system is messed up badly. i did not receive any email updates till the end of November. As I am close to the consulate I went to the CKGS center on 11/30/2015. The security lady scanned by receipts and said the passports have been available for match up. So I submitted the US passports for match up. That is when the system was triggered to process my application (from my understanding). Got the OCI after 5 days. Don't know if it would have been an indefinite wait, had I not walked in to check. So anyone waiting for OCI, keep tracking/ checking and walking in if close by. Good luck.
