Deceased Petitioner
I was asked by a family member to post this question.

"My brother has an approved petition (2009) filed by our father who died in 2016. Recently, my brother received a notice from NVC to start with the visa process. My brother has never been to the US. I am a US citizen. Should we proceed with the process, pay the fees, send my affidavit of support and other required documentations, including my father's death certificate with a written request to allow me to become the substitute sponsor? If we stop on our tracks now, it can take years (based on others' experiences) before USCIS can respond to our reinstatement request. Has anyone dealt with this situation? Any feedback will be greatly appreciated. Thank you."
