H1B, H4 Visa

i went to the interview on dec 27th with my tax forms employment letters and employer in u.s letters and tax returns from two years.

vo: u r engg certificate.
me: gave it.
vo: u r experience lettrs in india.
me: shown it.
vo: expertise.
me:c,linux,java
vo:taxforms
me:shown them
vo:tax returns
me: shown them
vo: client place or in-house
me: in house..
gave me 221(g) blue slip and told to put the employee wage recors from there and put them in drop box.
feb 12th:put the requested papers in drop box.
feb 15th:221(g) blue form for additional administrative processing.
feb 17th:221(g) white form saying its refused or suspended under 221(g)and chennai counslate no longer handels the case...?

now frens can i reapply r wat or the future actions to be taken frens please advice..?
