My family B2 visa rejected in 2014 and 2018 now I am thinking about reaply for crismas vacation with my wife and younger son only.can I apply with out my big son or with?

I am a government employee from last 11 year. My wife is house wife. Two children age 8 and 3 years old. In 2014 me and my wife want to go and stay with my brother already in USA. And in 2018 we full family apply and purpose is tourism and go with one of the best tour package but rejected again.
now I need suggestions for apply in November with my wife and younger children. It's okay or not please guide me
