Visitor Visa - B2

Hi,

My parents got their visitor's visa at the Mumbai consulate this Monday. They had applied in 2003 previously and had been refused.

The first time they applied in 2003, they were asked the following questions.
-Where are you going?
-How long do you want to go?
-What is your source of income?
My dad answered that he is retired and is living off the interest.
-Do you pay income tax?
My Dad said No and that his interest income is within taxable limits.
-Do you have a pan card?
My Dad said No.
The visa officer said that visa is refused. On asking for a reason, he said that the consulate doesn't need to give a reason. Looking back, I think that it was refused because of non payment of tax and his retired status. I was on EAD at that time.

This time the questions asked were
-Who is there in the US?
-What does your son in the US do?
-What does your son in India do?
-For how long do you want to go?
My Dad answered that a maximum of 6 months.
-Why do you want to go for so long?
My Dad answered that my son is available only on the weekends and most probably he will be back within 4 months.
-Tell me the date you will return?
My Dad gave a tentative date.
-Show me the green card and invitation letter copies.

Then he said that you will get you passports in 2 days. My Dad couldn't understand this. It seems that the officer was a young guy and he got an interpreter to say that the visa had been granted. My parents thanked and then left. My mom was not asked any questions.
