Hi Everyone,
I need your help to teach me how to read the USCIS Processing times...
Married to USC
PD: 03/18/19
I-130 and I-485 both pending
Interview was completed last year 9/10/2019
Interview Office: Downtown Los Angeles
Receipt number: Starts at MSC

I checked my I-130 and there are only 5 field offices, I supposed that my field office is CALIFORNIA SERVICE CENTER (PLEASE CORRECT ME IF I AM WRONG).
As of today, the result for my I-130 processing time is (US Citizen filing for a spouse):
Processing Times: 11 - 14.5 months
Receipt date of case inquiry: July 6, 2019
Since my receipt date is March 18, 2019, this is before July 6, 2019 and to this date, 18 months have passed already. This means that my I-130 is outside the normal processing time... correct?
For my I-485, I am confused with the field service center as there is California Service Center, Los Angeles CA, and Los Angeles County. Which one is my field office?
California Service Center only has an option for employment so that leaves me with Los Angeles CA and Los Angeles County. Which one is my field office?
I would also like to inform you that we had seek help from the Ombudsman, but they replied to us that per their review, our case is WITHIN PROCESSING TIMES based on the processing times of USCIS and that due to this matter, they will close this matter.
Can someone help me on reading my processing times so I can reply on the Ombudsman's email? The I-485 could be within processing times but the I-130 is definitely out?
