RFE affected by changing priority date?

1. Does anyone know if RFEs are affected by changing priority date?
2. Has anyone here who is applying for employment based GC with spouse had their interview waived?
I'm on EB-3 ROW applying for employment-based green card, with my spouse (we are both on H1-b). The PD was current at the time (Dec 2019), when RFE was received. However now the PD is a couple of years behind.
Some more details:
I received an RFE and my spouse received a courtesy notice for the medical documents being outside the 60 day window, and notified that fresh medical documents would need to be presented during the interview.
Here is my timeline:
PD: Oct 2018
I140 approved: May 2019
I130, I765, I485 filed July 2019
Biometrics: Aug 2019
Combo EAD card: Oct 2019
RFE: Dec, 2019
The status change to “RFE response received” in Feb 2020 and we haven't heard anything since then.
