Service request cannot be submitted before 90 days??

My priority date is Nov 20, 2017. I spoke with an L2 office on Feb 16, 2018 and requested to raise a service request. He said that it is not yet 90 days since I filed. He the new rule is to wait for 90 days (not 75 days) to raise a service request. Is this true? The website still shows 75 days. The officer said that that information is outdated. Has anyone had this experience?
