for anyone interested
I called a level two officer at the USCIS on Friday 01/19/2018 to inquire about my EAD combo card, that i have been waiting for four and half month for it.
She was able to tell me that they are processing EAD for August 01 filer as of Friday.
one more thing, USCIS shouldn't be affected with shutdown because they depend on form fees to operate unless your application is dependent on another PERM application which will be affected
