May 2016 filed still nothing

I need some insight on my journey. After my spouse and I were approved for the I 130 in 2016 we file for his work permit in May 2016. Numerous call and service request later we recieved not even a receipt notice. After 9 months an agent stated that the application was “lost” but they see where we made a payment so we have to send in a new application minus the fee. We did that and now it seems like we have to start the process over. We called to get it expedited on 1/31/2018 they said we will receive a letter in the mail. Well on Friday we recieved a notice stating that since my husband already completed bio from his TPS visa he did not have to redo the biometric they will use that and continue the process. So today we spoke to agent and he stated even if the expedite is approved it won’t move that much faster( thanks sir we really needed that!!!!) Big question is what excactly is the process for getting the card in hand and since he had a card for 2 years why is this taking so long his orginal card expired in May of 2017. We just had a baby and I have been out of work since last year his job is giving him until the 9th of this month to get something in writing saying his card has been approved. I am a patient individual but I really need them to get my case on the ball.
 
Can anyone tell me what happens after Bio and how long it takes to get approved or get a card
We also filed for adjustment of status no word on that application either!!! I think we made the mistake of filing the two forms together
