B2 visa refused under 214B for mother-in-law and reapplying
Hi,

Requesting your help and greatly appreciated.

My mother-in-law B2 visa was refused under 214B for the first time applied in July 2017. I have sponsored her visa and opted for Telugu language. Interview as follows

VO: How many kids you have?
MIL: One son and one daughter

VO: Who is there in USA?
MIL: My daughter and my son-in-law

VO: Do they have kids?
MIL: Yes, one son and 3 years old.

VO: Where are you going?
MIL: New Jersey

VO: How are you traveling?
MIL: My son-in-law is coming India and will travel with him.

He looked at computer for a min.
VO: We are not able to issue VISA, details are in this form(214B).

VO did not ask for any documents. We have sent all the documents with her.

Now, we are planning applying along with her son. Their situation

her Son: Working as Assistant Manager in one of the government Bank. No property, no own house, wife is home maker and preparing for bank exams (not applying VISA for her). Only few joint (along with mother) fixed and recurring deposits certificates.
MIL: Home maker, Widow (husband was School teacher died in 2008) and she is getting pension every month, No property, No own house. Only few joint (along with son) fixed and recurring deposits certificates.

Please clarify/provide your suggestions for the following,

1. Her son will get leave sanction letter and NOC from the bank and she will be visiting along with him. So, we are planning to send both of them for interview at the same time. Will this add as positive point to proof of strong tie as her son is visiting with her? or is it better to give separate interview for each?

2. There is no much change in her situation from the last time her visa was refused. Only change is, this time her son is affording their visit expenses. Is this a positive point? or should I sponsor both of them?

3. As we are not applying visa to her son's wife, will this be considered as negative or positive?
