Question about EAD

Question: When I started the EAD process, I thought that there was a line and USCIS worked on a "first come, first served" basis. Well... that's CLEARLY NOT the case (although they say on their website that they generally process cases in the order they receive them). If that's the case... how can you explain the fact that people who filed AFTER me have they cards already when we all filed under the same category (c9) through NBC?

What determines who gets the ead first? Is it just luck?
I think that the USCIS people get to work in the morning and they throw all the applications in the air and the ones that they can pick before hitting the ground are the ones they are going to process that day. LOL (funny, but tragic)
