Adjustment of Status - I-485

Hi there, I hope someone can help me, I am a permanent resident of US and I got an I-130 petition approved for my daughter (Un married under 21 ). I am the mother. The approval was done on November of 2018, and USCIS has not sent my case to NVC apparently because we did not list the consulate to where we will take the interview in the petition (i-130), so the Nationa Benefits Center is holding the approval. NVC has not received anything from USCIS , even though I already have the approval notice in my hands. My daughter will be turning 21 this coming June, and nobody is doing anything for my case, it's just standing there. I don't know what do, I already sent an email (with copy of approval notice) to NVC inquiry and they have not responded. I have called them and all they say is that my case is not there yet so they cannot help. I've called USCIS and they don't know why they are still not sending the approval notice even after the 120 days. What should I do? any suggestions? I am not sure what the National Benefits Center is doing with my case., it should be at National Visa Center now. Any help is appreciated!
