I just want to share my experience in rescheduling my interview because I went outside of the country while my application is pending. If you have any questions, please feel free to ask and I will try my very best to answer the question.
I applied March 2018. My application did not move on for months and because of that, I decided to push through with my plans to travel outside of the country. I left at January 2019 and my return ticket is dated July 2019. Around that time, I wasn't expecting anymore that my application will move on (not until probably third quarter of the year) cos it's been almost a year since I submitted my application. There was no point in contacting them and asking why it's taking too long cos they can't give the exact time frame.
February 2019, I finally received the letter of notice for the interview and it is on March 20 2019.It was actually my husband who received the letter cos he was the one who is back in Houston. I wanted to come to the interview so what I did was check out flights and rebooking fee -- to see if it was worth paying, but no. The rebooking fee was too much so I opted for rescheduling the interview --
Rescheduling steps:
I made a letter stating that my mother is having health problems. I also requested to reschedule the interview around May. I don't travel often and rebooking fees are expensive so I cannot afford it. (something like that) (I got anxious to request for a latter date -- I did not want them think that I was prolonging my application process) My advice is that you have to be honest in telling them what is your reason why you cannot make it to the interview. Do not make up stories.
I printed the letter and signed it. Scanned it and sent it to my husband -- who was back in Houston.
My husband printed my scanned letter. He mailed that to the same address that was written on the notice. He sent my letter and the notice together. He sent it two weeks before the interview date. He certified the mail to make sure it reaches the address on time.
While waiting.. I did my best and looked for flights to go back. I did found a cheap one so I am now scheduled to go back earlier than expected. Flight back was April 20.
March 25, 2019 -- received a letter that I missed my scheduled interview date. In the letter they have set the new interview date on April 25, 2019. They did not mention if they received my request letter.
I do not know for sure if they did or did not consider my request to reschedule the interview. They also did not mention if they did received my request thru mail.
They did rescheduled it but not on the date I requested.
I honestly do think that they are not strict in rescheduling interviews. I think what's important for them is that you need to follow protocols and follow their timeline -- let them know on time if you want to reschedule.

It says that -- the reason should be "demonstrating a good cause" -- then immigration officer will consider the request to reschedule the interview.
Anyway, I made it to my APRIL 25 interview. Passed the it and I did my Oath Taking July 2019.
It was a good decision to come back early and not request to reschedule for the second time around. I do think they will forfeit my application or will ask to pay if I asked to reschedule it the second time around.
