A silent reader wanted to share his timeline :

09.05 - Raised second SR for outside normal processing time
09.18 - Received USCIS email saying that case was not outside processing time (even though it was as per NBC estimate)
09.19 - Raised third SR for outside normal processing time
10.02 - Received USCIS email saying that they are still processing it, and don't have any update
10.16 - Raised expedite request for financial loss (Likely job loss after the expiry of 180 day extension in late Nov)
10.22 - Received USCIS email asking to fax supporting documents
10.23 - Faxed the documents, haven't heard anything since
10.31 - Reached out to local congressman for USCIS followup
10.31 - Local congressman's office reached out to NBC
11.03 - Raised ombudsman request
11.07 - Received email from Congressman office about approval

Had been talking to Tier 2 officer weekly for last 6 weeks, but I guess reaching out to Congressman's office helped.
