Help understanding a RFIE

So today I received our RFIE and I am a little bit worried. The first part is for the I-864 and it states:
- you have submitted Form I-864, Affidavit of Support. We are unable to process the I-864 because it has one or more deficiencies. In order for us to process your application further, you must:
Submit a completed and signed form I-864, Affidavit of Support, from the petitioning sponsor. All pages must be present and of the latest edition date. The date needed is 03/06/18. I swear we sent everything complete. I guess they lost it.
provide a complete and correctly calculated household size for the petitioning sponsor on Form I-864.
Submit a complete copy of the petitioning sponsor's Federal income tax return, including all supporting tax documents (W-2s, 1099, Form 2555, and tax schedules) filed with the return, for the most recent tax year. I am terrified because we cannot find my husband's W-2 for 2018 (we haven't filed our 2019 taxes yet). Originally I had sent them the tax account transcript, so that's why they might be asking for his tax return again. I know that in the original application you could send the tax returb transcript without the w-2 if it was an IRS transcript, but here it is asking for a w-2. What happens if we don't have it? Are we going to get denied if we send the IRS return transcript without the w-2?
Based on the documents submitted with form I-864, Affidavit of Support, for the petitioner/ sponsor, thr income did not meet 125% of the poverty guideline... I really don't know why, because we are 2 and he makes close to 55K. Do we need a joint sponsor? Any idea why they said he makes less than the poverty guideline? Originally we didn't include his employment letter and paystubs, but we're planning on doing it this time.

Anyhow, this is how I plan on attacking this RFIE:

- Fill out the I-864 form again, making sure that the household size is correct and that there's nothing missing.

- Send the 2 w-2s that my husband has (let's hope that the company he worked for kept a copy of it) AND the IRS tax returns for 2018.

- Get an employment letter and four pay stubs from this job (he's been working there for 4 months) and two other paystubs from his previous job.

Any suggestions? Again, why do they ask for a joint sponsor if he makes above poverty line?
