F1 to OPT to H1B
Interview: Jan 6th 2020.

VO asked 3/4 basic questions. Employer, School and Degree.
Then she said your visa is approved, handed me a green slip and kept my passport.

Waited till Jan 28th for the email from the embassy to pick the passport.

But instead on Jan 30th I have received an email from the US embassy to report to the embassy on Feb 12th again.

This time VO asked a lot of questions regarding school, client, employer, salary and asked for the transcript from school and client contact details. I gave her a photocopy of my transcript and my client manager contact details. She kept the passport, handed me a white 221g slip and said your application requires additional administrative Processing.

From Feb 12th to March 3rd the status of the application was "Administrative Processing" in the website. But today its changed to "Refused" with following instructions.

"A U.S. consular officer has adjudicated and refused your visa application. Please follow any instructions provided by the consular officer. If you were informed by the consular officer that your case was refused for administrative processing, your case will remain refused while undergoing such processing. You will receive another adjudication once such processing is complete. Please be advised that the processing time varies and that you will be contacted if additional information is needed. For more information, please visit TRAVEL.STATE.GOV or the website for the Embassy or Consulate at which you made your visa application."
