Finally it's approved and I got it on time for travel on nov 18.

Finally my son's PIO card is approved from Chicago.
It was a very stressful time as we were not sure if we will be able to travel on nov 18.
Below r the details.
Some observations :
1. There is no communication between the chicago office and the ckgs phone number. The ckgs people on the phone have no information than we do and it is very frustrating .
2. The phone guys just repeat 3 to 4 weeks and some cases 6 weeks.
3. If you are traveling I would recommend applying 2 months early to remove the stress before travel. I literally went through days of sleeples nights because of it.
4. Even though we repeatedly requested them to hold on to the passport so that we can come and collect t it, they totally ignored us and posted it. Luckily it's a weekday and fedex overbite and we had 3 more days for travel else our passport would be in - transit when we are supposed to travel.
5. The above proves that there is absolutely no communication between the chicago office and the ckgs phone / call center.
6. On the pio card it says the approval date is oct 28...and expiry is for lifetime.
Overall I think I got lucky that we could get the passport on time. But definitely to be stress free apply it 2 months ahead or just take a visa.
