Visa Stamping from Canada/ Mexico

H1b stamping in ottawa in january.
I am planning to go to canada in january to see my friend, i should go to embassy for stamping to return back to US. I know its always good to go to one's own country for stamping, But i dont want to plan a trip to india for just stamping.
I have below concerns..
-- Is it still safe to go to canada?( http://canada.usembassy.gov/mobile//visas/visas/categories-and-requirements/important-notice-for-applicants-with-a-visitors-permit-to-canada2.html)
-- I see "No available appointments at this time" in few centers, for example: calgry, montreal, vancouver. have these centers stopped accepting non canadian residents?
-- This is my H1b extension, anything i should be careful of?(should i carry my previous I797)?
Please provide any valuable input, pardon me if i sound naive to anyone?
