H1B to H4 stamping in Matamoros,Mexico
I am in H1B and went to Matamoros (Monday, May 25,2015), Mexico to get my H4 visa stamped. We (me and my husband) booked a room in Best Western. Mr. Salvador picked us from the border at Brownsville and drove us to Best Western. Next day (Tuesday) he dropped us for finger printing. There were only 10 people in queue and i am done within 10 min. (Don't carry cell phone/electronic items(not even USB or MP3 player)). Mr.Salvador picked me up and drove back to hotel. Hotel is just 5 min away from that place.
I got an appointment at 8:30 for the next day(Wednesday). Mr.Salvador dropped me at the consulate. Nearly 30 people were in the queue. First, they verified documents and then my interview. Interview was just 2 mins. they asked me when did i get married, Where i live in USA. that's it. She told me that my VISA got approved and she gave me a small slip and asked me to collect it the same day(Wednesday) at 3:00pm. Everything was fast because there is not that much crowd as in back home. So I was happy.
Mr.Salvador dropped me and others who stayed in the hotel ( 2 students from China and 1 Indian..who had same day appointments as me) in the embassy. there was no crowd...15 of them were there and they called us 1 by 1 inside and there was security check.. and then we were asked to wait in the hall. they called us 1 by 1 and told that VISA is not ready yet. she told me that "Systems are slow and we couldn't print the VISA. you may come back tomorrow at 3.00PM to collect it." . they called 1-by 1 and same answer for everyone. We returned to hotel and checked in again. we extended our stay for 1 more day. Mr.Salvador took us to a near by park(so called) and there were some animals like eagle,owl,rabbit, chicken etc.. we spend some time and he took us to a grocery store. I bought Mangoes, Avocados. Mangoes were very very tasty same as we get it in India. we have a restaurant in the downstairs... Myself and other 4 people who were staying in the same hotel were eagerly waiting for 3:00PM..
We checked out at 2:30PM and again Mr.Salvador dropped us at US consulate. When i went , there were 30 people in the queue. I met few other people from Houston, Atlanta (there were staying in different hotel)
They didn't call us for a long time. we were waiting outside. After sometime, they bought a list and asked out name and VISA type 1 by 1. He put a check mark on our names nad went inside. we wiated and waited....
They called one person who stayed in the same hotel as me....He went inside and got his passport stamped... I had a hope that they will call me next ( we both attended interview at the same time)

It was very hot outside and one of the family from Houston asked if they can sit inside because they are not feeling well. they said "no"..

After half-an-hour he came back and told the systems are down and they could not print the VISA yet; Same reason what he told us yesterday(Wednesday). we were all upset and asked so many questions. He went inside that he will check with officer for the answers.
We were all waiting outside for more than half-an-hour again. The family from Houton, wanted to use the restroom. They said "no" you cannot enter inside...
we couldn't sit for that long in the hot weather and few people started to stand up. Heavily armed security personnel asked us to sit on the chair.
we waited and waited ... it was 4:40PM. He came and told those who want to cross the border can get their passport without stamping on it. But we have to pay schedule interview again to get the stamping. we all very upset and even though they are not responsible, yet we asked "Why should we pay for your fault; at least you should make arrangement for our stay" He said he can't do anything abt it.
 we now have only 2 options.
1.Get the passport (unstamped) go to home. (all 4 days of work + money gone waste)
2.Wait for 1 more day to check if the system will be ready to get stamped.
some of them can't enter USA because they VISA is already expired. so they don't have any other option.
My H1B VISA didn't expire but they cancelled it when i attended the interview. I asked him if they could at least do something for me... He said " My H1B VISA is cancelled on Wednesday itself. so i don't have any other option but to wait"
--> China people----> VISA already expired for one them - she don't have any other option but she has to stay in Mexico.
the other China guy--> had scheduled international travel to China on Thursday (Brownsville to Dallas to China). He rescheduled his flight twice to get it stamped. He got his passport back on Thursday and went to Brownsville airport Thursday evening. Friday morning he returned back to hotel saying all flights to Dallas was cancelled due to bad weather.
Today is Friday. We all are still waiting in hotel keeping our fingers crossed to get our VISA stamped.
We are 200% satisfied with the service provided by Mr.Salvador Castaneda (956 - 545-5255)
Update: Finally we got the visa Friday AN.
