Here are my details for applying for my son's OCI in lieu of PIO:

Application submitted: 5/28/15
Received notification that it is granted: 7/13/15
Received notification that it is printed and being sent to USA: 7/14/15

I have my son's India flight booked for exactly two weeks from today (7/28/15). I am very anxious and worried as he had a valid PIO card and I started this whole process that may affect his travel if we don't get the OCI in time. My question is:

As his OCI is dispatched from India, how long it usually takes from there to arrive in Washington DC (Embassy/CKGS)? I read somewhere it takes around 15 days but how long does it realistically take?

Also, in the worst scenario, could there be a possibility that I can go to the Indian Embassy and pick up his original PIO card (that is still valid) to use for his travel (I was told that the PIO card is kept in the Embassy)?

Also, I found on NY Indian Consulate site (http://www.indiacgny.org/pages.php?id=851) that they also have emergency matchup process to submit the passport directly in the Consulate itself in case of flight date within a week. Is something similar to this available for Washington DC Embassy?
